Abstract

The objectives of this project are to enhance the understanding of the vulnerabilities associated with the outsourcing of Information and communication technologies (ICT) development and provide a measurement system for describing their degrees of influence along a continuum. This work is starting from the taxonomy and philosophy of the 8 Ingredient Framework of Communications Infrastructure (8i) and the Integrity Framework for ICT Development. A key aspect of this approach is providing comprehensive coverage of the vulnerabilities intrinsic to ICT development outsourcing. The integrity of hardware and software supply chains is vital to the reliability and security of communications networks and services. The trend of increased outsourcing has the potentially increases the exposure of critical infrastructure to vulnerabilities that are intrinsic to ICT development. The undertaking of this project is a direct response to a call to the private sector and academia to work together to promote the advanced means of managing the integrity of supply chains
